No air is coming because the motor from the blower fan doesn't receives power.  Check first the relay - the first one on the left.
The click you shouldn't hear is the temporized relay of the glow plugs  - it must have been damaged by the water and now it sparks when it activates.
Since there's some water damage the entire wiring loom should be inspected by a pro.

The Ac blower motor needs to be checked.Due to rain the motor may have got short and stopped functioning. Also get the vent door checked. If its not getting properly opened. Also try the ac on all settings and see if any cold air is coming. Also check if you fee that air is blowing under the vent and its not coming out of vent.If that is the case then vent door is not getting opened properly.Open the vent and check under the vent .Also check if there is any vacuum leak in the pipe causing the air to get leaked before passing to the vent.Get the ac pressure test done.It can be done at any local car garage. The ac pressure test will confirm if there is any kind of leak. Also check if the ac compressor getting on when the ac is turned on or no compressor running. The other thing to check is get the cooling fans checked ,if they are not running when the ac is turned on then the fan can be the problem.] Also check the Ac fuse under the dash.If its blown then it needs to be replaced. Thanks. Keep updated for any more query. You can rate this solution and show your appreciation.

MY vw golf gt tdi turns over but will not start. The fuel filter & battery are okay so why?

It has a manual transmission right? If so, try to start it by popping the clutch. That goes around the starter and will let us know if that's the problem.

Coolant leak in VW Golf mark 5 1.9 TDi auto DSG

There is, however, an air outlet into the driver's foot area. If the heater core is leaking, the air coming through the heater core will carry the droplets into the entire air ducting system. The driver's foot area may be the closest outlet. If it smells like coolant, you need to replace the heater core regardless of where in the cabin the coolant is coming out.

Vapors coming through the vent w/AC & heater on - 96 VW Golf

Bad heater core. What is happening is when you turn on the air you are getting fumes from the heat of the engine and the heater core leaking causing you to get a smell and also fumes. I would suggest that you take it to the dealership or a mechanic and have the problem fixed ASAP due to the health issue
