It is the fuse that comes between the battery and the ignition switch. There is generally a fuse on the positive terminal of the battery. If that goes the car is dead absolutely. Check if you have it on your battery terminal and if yes, whether it is OK.

What is the source of power applied to blower motor fuse?

Power comes from the ignition relay via the key switch.
The relay also powers several other circuits. The key switch activates the relay so that those circuits are not powered directly from the key switch.

Half of my fuse box does not work when my car is off. when i hit my brakes thay do not work but when i turn my car on the brakes work same with my fuse box.

it is normal for most of your fuses to have no power with the key off. when the key is turned on the ignition switch powers up relays that provide power to the other fuses. some vehicles are set up so that the brake lights will not illuminate unless the key is on or car is running.

Engine won't shut off '91 Escort GT

Check the fuse box is not full of water.
Thet suffered from leaking windscreens, and it filled the fuse box.
If not, you are looking at a faulty ignition switch.
