Wiper motor is under the cowl that the stubs for the arms go through. Remove the arms and the cowl and you are there!

Windshield wiper motor not workingproperly

It could be that the nuts used to hold the wiper to the motor "shaft" are not tightened all the way. It is common that the wipers will move on high speed but not low/normal speed when this is the case. Remove the little cap at the base of the wiper and tighten the nut.

Front windshiled wipers not working.

blown fuse, faulty wiper motor or faulty wiper switch. Possible you got a bad new wiper motor if you replaced everything in the order you wrote it in.

The wipers have stopped working but the windshield wiper fluid still works. After they stopped working and I had shut the car off for about 5 hours then ran to the auto store for fuses I started the car...

Sounds like the wiper motor is bad. Check to see if you are getting power to the motor and if you are that should be the problem. When you turn power off to the motor it is set to go to the normal position so more then likely it just loosened up a little to go back to the regular position when it did that to you. I hope this helped and good luck.
