Depends, if you have the stock switch in your car, and it has more than one speed, its the switch itself. you are going to need to purchase a new one. they are fairly cheap, but the labor could be frustrating depending on the style

The windshield wipers on my 2001 Chevy Venture wont work in the "delay" positions...could this be a fuse/relay problem?

Most likely a little circuit board that controls the wiper delay, or the wiper switch itself has gone bad and has an intermittent break.

There is a device made into the wiper motor itself, known as the wiper park switch. Its designed to turn off the wipers at a pre-determined position once you switch them off. The mfr recommends replacing the motor along with the intermittent timer (if equipped) at the same time when experiencing these problems.

Check the switch that controls the wipers, if the switch is good then you need to check the motor and see if it is only willing to run on high speed and nothing else. You may have to replace the wiper motor

the black switches are master switches. They control stuff like the horn, the lights, wipers, AC, Engine Fans, and....there's one more that it controls, but i dont remember what it is. But you're going the wrong way about this. You're on the wrong side of the engine. You want to be on the opposite side of the engine, along the firewall, close to the front shocks by the windshield wiper motor. That's more than likely your problem. A little bit of water, grease, or some dirt might have slipped past the seal and caused a malfunction in the control wheel. Just open it up, clean it out, add some grease to the appropriate area, blow dry the circut board, stitch it back up, and that should solve the problem.
Please keep in mind that my American Car is a sligh bit different than your Australian Car. If the directions don't match up, i'm sorry for the inconvenience.

How do I change the motot to the windsheild wipers?

most likely the relays inside your windshield wiper motor are starting to go. if your mechanically inclined you can probably go to your local junkyard and pull another one from the same car. i know they run about 75 new from most auto stores. to remove the old one you need to remove the dust cover underneath the windshiel wiper arms (easier with hood open). they should be small phillips screws or they are going to be push button clips (if they are clips just pry them out, you might need to replace them because some of them might break when removing). once you have the dust cover removed, disconnect the wiper arm linkage to the motor. then from inside the engine compartment remove the mounting bolts for the motor itself, don't forget the electrical connector. installation is the reverse of removal.

The problem is the wiper motor. I have had this problem before. The motor is located on the passenger side on the firewall. It is a easy fix hard part will be finding the right wiper motor. You need to see which direction the motor itself points (the black canister).
