Where it says: OBDII Test Results/FAIL, MIL Bulb Working...Pass, Connector Damage...Pass, Communications Established...Fail, MIL Commanded-On, Engine RPM at Reading...0. Everything else on the report is either PASS or N/A.

If you failed for readiness tests not complete i would check cig lighter fuse. but check ALL fuses because some fuses feed other fuses. i had an example of that today, dodge dakota ABS light on. didnt bother doing any research just do as i always do and checked all fuses. found a burnt fuse wich was for the interior light. stuck in a new one and my antilock brake problem was solved.
also if you recently disconnected the battery or it went dead on you then the readiness tests have to be run again wich can take a few days.

What does mil cmd fail mean?

MIL is your malfunction indicator lamp, (check engine light)

CMD is the computer interface port, or OBDII port indicating a malfunction communicating with your cars computer

check all the fuses, primarily any marked pcm and retest your vehicle
note: your check engine or MIL has to be on in KOEO state (key on engine off), if the bulb is burned out everything will still work and the OBDII test computer will show MIL status ON, and if you don't have a computer to tell you that, you must get that light to light in the koeo state.

Check your owner's manual for a fuse box diagram as it may be as simple as a blown fuse. Please rate this answer, thanks.

Heater problem with 2005 kia spectra . no heat and no air through the vents , whats the problem?

sounds like the blower is not working, start by checking all your fuses. next is to check for power and a good ground at blower with a test light,if theres power then you may have a bad resister for the blower. thats a common problem, but if theres power and ground at the blower then you have a bad blower motor. start there hope this is helpful.

I have a 2005 Kia Spectra.I have 67000miles on it. I was told, because of the milage I need to change the timeing Belt. Will it give me a warning?

Yes, Kia's recommended replacement is at 60,000 miles.

It's the type of thing that if you plan for it and have it done, you won't find yourself broken down and wishing you had done it.

Emmision test failed?

It is possible that the scan tool that the shops are using, is powered independently from the OBD11 connector, but the testing station relies on the connector for power and if the fuse for it is blown, they get no data and you fail.
I've attached a picture of the connector and where you should see 12 volts. Get a test light and check this pin, if you have no power between this pin and ground, you either have a blown fuse or a wiring problem5243d31.jpg
