My Delphi radio is opposite of what it should be. When I turn the headlights on the backlight goes dark. When I turn the headlights off the backlight is bright. The dimmer is turned all the way up.

This is NOT opposite - it is CORRECT.

IF you turn your headlights on then the assumption is that it is night time (or approaching it) and that it is DARK outside.
This means that the back light does not have to be as bright as it does during daylight in order that you can read the digits on the display

There doesn't have/need to be a FUSE every-where...!!

Quite the contrary... just IMPROPER handling of
all (teeny-weeny) SEMI-CONDUCTORS is typically
enough to utterly DESTROY them...!!
(sophisticated electronics).

Look up ESD (electro-static discharge)
((a tiny spark you might not even feel)).

Shorting out leads in modern cars can cause AIR-BAGS to EXPLODE in your face...!!

Be happy... You face is still intact... and
the vehicle is not on fire.

German engineers... (in particular) have a CERTAIN logic
to their design...

AMERICANS have introduced and GREATLY STRESSED the need for lots of FUSES.

Dashboard lights will go out randomly. It has done it for short periods before but it did it for 200 miles on hwy in dark.

The sensor is usually located on the top of your dashboard. You might see it if you look into your vehicle through your windshield at your dash.
I have seen( one time ) that a gps was bright enough that it caused the dash lights not to come on because the sensor thought it was light outside.
Or you could have gotten a bad sensor.

How do I know if the instrument lights on my 1993 Ford Ranger don't turn on when my headlights is because the bulbs are bad or if I have a wiring issue?

Wiring issue. Too bad some else has messed with the wiring. Be sure to check ALL the fuses first. The non-OEM radio connectors may have been installed wrong also. Solving problems like this requires you to be a good machanic AND a good detective...

When the headlights are turned on, the clock/radio display cannot be seen. Would this be a fuse that needs to be replaced or a burned-out bulb, and, if it is a burned-out bulb, how do you go about...

I think the problem is in your dimmer switch. It controls the dash backlights as well as the display on the radio. Is this a factory radio and are you dash backlights bright?

When i hook my radio up in my truck the tail light fuse blows

If there is a problem in the radio then just do not hook up the wire that runs to the dash light which in turn dims the radio backlighting and you should be fine,if you need the backlighting to work properly then replace the radio.
