The relay would be a simple unplug one and plug the other one in. Now the fan sensor which is located on the side of the radiator about 1/3 of the way down must be unpluged then unscrewed and a new one screwed back in. A little more involved than a relay.

It's usually the thermostat, I woud pressure test the cap. It may need to be flushed. Are the fans working? Is there a 50/50 mix of anti-freeze

the 2 most common reasons for this are a blown fuse or you need to have the coolant temerature sensor replaced

The temperature sensor is what usually tells the fan to power on, it should be located near the thermostat in the cooling line, it would be a good idea to check the fuses first and the fan relay.

It will burn out. Air flow in the heater box cools the resistor. These resistors get very hot when the blower is running.
