Obviuosly an electrcail problem, with either the switch, relays or headlight bulbs themselves blown...dont laugh i have seen this before...all brake lights not working and after spending 1 hour trying to trace a fault, i found all brake light globes had failed....noone had told the customer that one was out, only when they had all failed did he start getting beeped at........

I have a 1998 volvo v70 non turbo engine. In cold weather the headlights and the dash lights wont come on until the engine has warmed up considerably. In really cold weather -30c or so this can take...

I would suspect the headlight switch before anything else. Cycle it on and off and fiddle with the position a little bit when this is happening. See if you can get a flicker or a response of any sort. You didn't say where you are so I don't know if you have DRL's which can complicate things. Put several car warmers in the car so that the interior is warm and see if the problem changes. If it does, that points to a switch or underdash connector problem of some sort. Sorry I can't be more helpful. These can be tough problems and sometime as easy as tightening up one connector (AFTER you find the miserable little ...).

If it happens only on turns then its the outer axle cv joint.. If it happens all the time probably something stuck in a tire. Either way have the suspension visually inspected by a technician as soon as possible.

Fuse ok yet headlights don't come on except when I hold the highbeams on at the switch

Please give year make model mileage and location. These electrical problems can run you around but with more information I will try to give you a better answer.

With the little you give me I will say it is most likely the headlight switch - if it is a turn the knob switch it is more likely than ever.

Volvo S90 1998, trying to find service/repair manual.

Here's the answer. Contact a Carquest Auto Parts store(worked there 13 years). They have a division known as WorldPac. They can get you what you need. It will be the best repair manual you could have. It will be a little higher than Chilton, but it will be worth it. And Worldpac can get you any part for your car and they're all OEM parts at 1/2-2/3 cheaper than the dealer, and they're Volvo parts. I'd go with them. Good Luck.

I got code 116 on my 1998 volvo s 90 and my engine light is on

I do believe this is the ECT sensor code. This sensor for some reason only on the 960/S90 causes the car not to start. You will need to replace this ECT (engine coolant temperature sensor). On this model I think it is on the back of the head, a gray D shaped 2 wire connector against the firewall. If that is not case, then your sensor is located at the engine side of the upper radiator hose.

My volvo 1998 s90 has a miss when it heats up.

Start with getting the fault codes checked! My guess is a bad ignition coil or a vacuum leak, but they are guesses. A little diagnosis is required before replacing any parts!
