1998 honda civic. fuel pump when key is turned on registers 10. volts then immediately drops to zero. did a tune up the day before. cap, rotor, plugs, oil and filter. drove 15-20 miles then died. checked fuel...

You should have close to 12 volts and then it drops to 0. That is the ecu priming the fuel system. Once you start yu should have 12v constant to the same wire. If your fuel pump is functioning ok, scan ur ecu for trouble codes. If there are no codes look into your coil and your icm in the distributor. Very commo for failure. Once the car dies, remove any spark plug wire on the plug side and put a plug into the end of it. Put the electrode of the plug close to a bolt on the valve cover and get someone to start the car, see if the plug is sparking. If it is you have a problem with fuel delivery, may not have injection pulse. You may also have a main relay failure

Ecm failure causes

no year?, hopeless.
my wild guess, cell; phone?
and 1983 Accord, with ECM flash code 13?

did you look here first then ask questions.
http://www.troublecodes.net/honda/

this is a Carb car right?
if car is EFI
13 means bad baro sensor, in non science terms
that means a bad MAP sensor.
the MAP is used to calculate all air flowing in to the engine
and this allows the ECU to inject a perfect fuel mix.
if 13 happens the eCu goes to limphome and sucks fuel like crazy.
13, means bad wires to MAP or bad MAP or bad vacuum line to MAP.
a tech, checks all 3, and then tests the MAP and the problem is solved. the FSM is free, ask.

really a 1983? very very old.... tjhat...

Look for the ECU (Electronics Control Unit) Panssenger side up towards top of where the feet should be under the rug you will fid it it has a little plastic window with a (leds) behind it they flash in combination that combinatin is in the manual it will tell you what the problem is in the car according to how the lights flash after you solve the problem you have to reset the (ECU) to do this find fuse box and look for fuse labeled (HZD or Hazard) pull it out for 15 sec. then put it back and you are done

Honda civic hatchback si it has power till turns the key

It sounds like you have a loose connection at the battery, the door chime and ecm lights don't require much power. As soon as you turn on the key, more power is required, with a bad connection the power from the battery, will drop off. My guess either bad connection at the battery or a battery with a dead cell. Hope this helps.
