did you check Inertia Fuel Shutoff (IFS) Switch The IFS switch is used in conjunction with the electric fuel pump. The purpose of the IFS switch is to shutoff the fuel pump if a collision occurs. It consists of a steel ball held in place by a magnet. When a sharp impact occurs, the ball breaks loose from the magnet, rolls up a conical ramp and strikes a target plate which opens the electrical contacts of the switch and shuts off the electric fuel pump. Once the switch is open, it must be manually reset before restarting the vehicle. Refer to the Owner's Literature for the location of the IFS.
Fuel Pump Driver Module (FPDM)
Note: For the LS, the FPDM functions are incorporated in the rear electronic module (REM). The fuel pump operation is the same as for applications using the stand-alone FPDM. However, the REM communicates diagnostic information through the communication link instead of using a fuel pump monitor (FPM) circuit.
Note: The Ford GT uses 2 FPDMs to control fuel for the dual-injection fuel delivery system. The PCM outputs only one fuel pump duty cycle which is used by both pumps. The PCM individually monitors the FPDMs through their fuel pump monitor circuits. Both FPDMs are mounted on the same bracket. The FPDM mounted in the upper position on the bracket is referred to as FPDM and the FPDM mounted in the lower position, is referred to as FPDM2.
The FPDM receives a duty cycle signal from the PCM and controls the fuel pump operation in relation to this duty cycle. This results in variable speed fuel pump operation. The FPDM sends diagnostic information to the PCM on the fuel pump monitor circuit. For additional information on Fuel Pump Control and the Fuel Pump Monitor, refer to Fuel Systems in this section. im not sure how old your unit is but if you follow the fuel line from the tank you should find it. id replace fuel filter before i did the pump. most people dont change them often enough and use fuel out of a gas can that usually has some trash/debris in it.
The fuel filter in your 2004 Landrover Freelander is located inside the fuel pump module assembly. You must remove the fuel pump module from the vehicle and disassemble the fuel pump module to replace the filter. The fuel pump module is accessable by moving your rear seat and pulling the loadspace carpet back to get to the fuel pump access panel.

With that being said, are you aware that MOST vehicles only have power to the fuel pump for about 2 or 3 SECONDS before engine start-up? Then the engine must be running for it to have any power beyond that?
you most likely have a bad fuel pump sending unit,located on the side of the fuel pump,inside the fuel tank,unfortunatlly,the fuel pump will need to be purchased to repair this issue.the fuel pump sending unit is mounted on the side of your fuel pump.i would search for a used fuel pump.but a used pump,is a used pump,the pump will be guaranteed for 30days,but is the labor also? good question to ask yourself! thank you for choosing fixya,com
Removal WARNING: Do not smoke, carry lighted tobacco or an open flame of any type when working on or near any fuel-related component. Highly flammable mixtures are always present and may ignite, resulting in possible personal injury. WARNING: Fuel in the fuel system remains under high pressure even when the engine is not running. Before servicing or disconnecting any of the fuel system components, the fuel system pressure must be relieved to prevent accidental spraying of fuel causing personal injury or a fire hazard. NOTE: The fuel tank comes equipped with a composite protective shield mounted with the support straps on the right side of the fuel tank. Make sure the protective shield is installed correctly whenever the fuel tank is installed.
Disconnect the battery ground cable. For additional information, refer to Section 414-00.
Relieve the fuel pressure. For additional information, refer to Section 310-00.
Drain the fuel tank. For additional information, refer to Section 310-00.
Raise and support the vehicle. For additional information, refer to Section 100-02.
Remove the fuel tank filler pipe hoses.
Remove the clamps.
Disconnect the fuel pump connector.
Disconnect the tank connections:
Disconnect the fuel lines. For additional information, refer to Section 310-00.
Disconnect the vapor tube fitting. For additional information, refer to Section 310-00.
Remove the center fuel tank strap bolt and remove the support strap.
Position a safety support under the fuel tank.
NOTE: Safety support not shown for clarity. Remove the fuel tank support strap bolts.
Partially lower the fuel tank while swinging the fuel tank support straps away from the fuel tank. Remove the straps and lower the fuel tank.
To install, reverse the removal procedure.

Remove the fuel tank (9002). For additional information, refer to Tank—Fuel in this section.
Clean the area around the fuel pump mounting flange.
Remove the fuel module connections:
Disconnect the fuel tank pressure sensor electrical connector.
Disconnect the fuel fittings. For additional information, refer to Section 310-00.
If repair or installation of new fuel lines or a new electrical harness is necessary, remove the fuel lines or harness from the fuel tank retaining clips and remove the appropriate assembly.
Using the special tool, remove the fuel module retaining ring.
CAUTION: The fuel delivery module must be handled carefully to avoid damage to the float arm and filter. Remove the fuel delivery module from the fuel tank.
NOTE: Make sure that the areas around the fuel delivery mounting area and the fuel delivery module flange are clean. NOTE: When installing the fuel delivery module, make sure to align locator tabs on the fuel tank mounting flange. To install, reverse the removal procedure.
The Saturn Fuel pump relay and fuse is located undar the panes on the passenger side of the center console near the passengers left foot there are two relays there that look identical one is fuel pump relay.
