However I can't understand the language so try downloading it see if you can understand it. Normally fuses are located under the dashboard at the drivers side.........................sodeep

Seems like either your lock needs replacement or some stuff obstructing its locking mechanism.
Try spraying some lubricant or WD-40 on the lock, and see what comes out.
