First check to see if your engine will turn manually by gripping the belts and pulling or by un=sing a torque wrench on the pulley. Really clean your battery connectors, battery acid and residue is toxic and will eat holes in your clothes, rinse with lots of water immediately. Make sure jumper cables are beefy or they will not allow enough power. If your starter clicks, it is either a stuck engine, weak battery, dead solenoid connectors or dead armature inside the starter. In rare cases cable connections can come loose at the solenoid or at the ignition switch. (A mechanic knows to take some solenoids apart and turn the connectors upside down to the uncorroded side.) Combustion chambers full of water or oil can lock an engine because they dont compress, So pull the spark plugs and try turning it over.

I just replaced the fuel pump on my 97 Acura cl, and two months later the pump went out again. I can hear pump come on but car doesn't start, but with starter fluid, it starts

Check fuel filter. It may require replacing. If it has not been replaced since new, I would recommend doing so regardless.

My 97 Acura CL 3.0liter stopped turning over. Pulled the starter and solenoid had it tested, was ok. Pulled the distributor and changed the ignition control module still no cranking of the starter....

Sounds as though you changed parts unrelated to the engine turning over. The ign module etc would be where you would check, if you had no spark.
Do you really know that the ignition switch is okey
Do you know that the neutral switch is adjusted correctly if that applies or is in fact working okey.
All relays may click,BUT are their contacts inside burn't,and not completing a circuit ,the the starter solenoid?
If you had a wiring diagram in the beginning,it sounds as though, you know what your doing and would be closer to solving the issuse

97 ACURA 3.O L STALLS ALL THE TIME

Could be the ignition switch, if the green key light is flashing then the issue is the switch. There was a recall issued for the ignition switch for this car back in 03 for the 97 to 99 Acura CL.
