Question about 1999 Chevrolet Silverado 1500
Hi, more than likely its your encoder motor on you transfer case, its the long black plastic cylinder that hangs down. This motor is what moves the input shaft which changes the mode that your case is in. Take the motor off (3 mount bolts) and see how it looks. The motor on my transcase was cracked and It had water inside. Found used one on ebay and it worked great.
