the first expert suggested I take it and have it repaired .does that mean a tranny rebuild for $1500. or is there a certain price range to have this specific problen fixed only by a pro.Is ther no solution other than "have it fixed" .Im pretty decent with a wrench..

Limp mode is activated by the ECM because it has detected a fault and it's trying to protect the transmission from further damage. You should take the car to have the transmission fixed ASAP,  and in no circumstance you should try to circumvent the protections on the car, they are there to save you money and grief.

Nobody said to have it replaced. After reading the error codes (for which you must visit a shop) you might find out that all you need to replace is a sensor. All for less than $100. But you must first find what the faulty part is - and for that the codes are necessary.

Trans stays in limp mode, speed sensor has been changed, speedometer does not work, if speedometer head was bad or unhooked, would that cause mw problem? It is a 1995 chrysler cirrus

Hi,
Your engine management and maybe even your transmission is controlled by the ECU. As such, many ECU units are fitted with a 'limp home mode'. When it detects that something semi-serious is wrong, it enters the limp mode, which means that the engine won't rev beyond a pre-programmed speed, you can't accelerate very fast, or you may indeed be speed-restricted to 40 mph or similar. The transmission may even stay in one or two gears. The alternative would be to either let you drive at regular speeds, with the danger of letting you trash your car or stopping you from going anywhere .
You should have a Check Engine light. Go to a major chain auto parts store and they should read the ‘code’ for free, then go to rdtiburon.com and ask what the code actually indicating or is really bad to your car. They will advise you what you ought to do.
Because you replaced the speed sensor and are still experiencing the problem, we suspect that you have a faulty speedometer cluster.

Check engine light car feels like its in high gear

The problem is most likely a PNP(shift position switch) problem. When this happens, the trans goes into limp home mode. The trans goes into high gear and doesn't allow any shifting up or down. This is to protect the trans.

I was driving today with my cruise control on. the engine revved up to over 4500rpms and then slowed down to under 2000rpms. the car will drive, but it will not go above 1-15 mph.

is check engine light on, if etac sees trans problem wiil put trans into limp home mode and go into 2nd gear, sometimes when trans cold may work ok,will have to get trans computer scanned to see if input and output speed sensors are ok

Probably not a fluid issue. If the fluid is close to right, a little more or less won't matter. Is the speedometer working? If the speedo quits its because the trans output speed sensor has failed. This will cause the trans to lock into limp home mode. I've had good luck in these cases by buying the sensor (about $25) and put it in to see if it fixes the problem. $25 is a cheap experiment. The output speed sensor is very near the passenger side CV joint. Btw the trans and the firewall. Hard to reach. Easy to change. If the speedo is working the problem isn't the output sensor. Maybe the input speed sensor.

Transmission

If you had first and second you would be in limp home mode. Only having first suggests a PRNDL sensor or a speed sensor (there should be two, one is vehicle, the other turbine). Both sensors look the same on the outside of the vehicle, but have different ends internally. Your local parts store should have both of them and they are cheap enough that it might be worth trying them out before anything else. Now if you really are in limp home mode, these tranny's are infamous for stripped planetaries, but the ONLY way to find out if that's your problem is to pull the transaxle and partially disassemble the trans.
