If the hazard lights don't work, the flasher may be bad.

Hazard lights come on when using indicators, no blown bulbs

the hazard lights are the indicators and all the hazard switch does is to connect all 4 indicators together. So I would check that the hazard switch has not being engaged or that the switch is faulty.

If the hazard lights and turn signal lights don't work then the problem will either be a blown fuse or the trafficator flash can is faulty.

2002 chevrolet cavalier, my brake lights, front and rear turn signals and hazard lights are not working

Your Hazard switch is bad. There were a bunch that had faulty soldering connections, and would fail prematurely. This circuit also competes with the turn signals, and the brake lights. Replace the switch with an aftermarket replacement, and it should fix your issue.
