What is the use in AGR of ingine and what is the meaning?

EGR?
Exhaust gas recirculation.
It's designed to reduce the emissions of your exhaust, in your leaded, unleaded or diesel fuel driven vehicles. Exhaust has nitrous oxide in it, and EGR is designed to reduce that nitrous oxide.

Code says p0406 EGR SENSOR CURCULT HIGH VOLTAGE, CAN U TELL ME WHAT THIS MEANS?

The EGR valve is basically a device that routes some of the exhaust back into the engine to help control nitrous oxide emissions, The valve is turned on/off by the vehicle computer and the computer has noticed that the voltage it is seeing on that circuit is to high indicating a problem with either the switch or the wiring between the switch and computer. Typically it is not in the wiring but a visual check of the wiring condition will help verify that. I would suggest replacing the EGR Valve and then having the code cleared with a scan tool.

Serveral weeks ago my service engine light came on so I took my Endeavor to the dealer and they said it was randomly misfiring so I should replace the spark plugs. Since I was at 97,000 miles that seemed...

This code indicates that the catalytic converter is not working well enough. The dealer installed the plugs in hope that maybe the engine would run cleaner and not load the cat so much with new plugs installed. Bottom line, you need a new catalytic converter, but be sitting down when they give you the price. I would see if I could get warranty on this as it is mandatory in some areas.

What size or kind of turbo can fit onto a 1999 jeep cherokee sport with the 4.0 litre inline 6 engine

I've done a bunch of research on that one and have found there isn't much around. You can have a custom setup built but otherwise "fits all" setups generally fit nothing without extensive mods.
A turbo won't give you much if any "off the line" power as they are designed to work mostly from mid to high rpms. As such you would also need to install a nitrous oxide setup to give you any noticeable low end power.
Now, lets assume you did find a kit and installed it. How do you think the pistons bearings, crankshaft and transmission will react to far more abuse than they were designed for? I'll answer that for you....They won't like at at all and you will be continually blowing stuff up!
Want more power? get something with a bigger engine. Cubic inches make more power.
I know this isn't what you wanted to hear but it's fact...been there, done that (top fuel veteran).

Failed state inspection

there is an EGR valve, its located on the intake manifold, it could be vacuum controlled, it should be closed at idle and open only when driving. do you have a check engine light on?

EMISSIONS PROBLEM

The most likely cause of this is a faulty exhuast recirculation system. It is used to cool the combustion process preventing the formation of nitrous oxide emissions. The main building block of acidic rain.Use your emission diagram and locate the EGR valve. You will need specialized equipment to check it. Other than taking it off and checking for blocked passages from carbon build up there is little you can do yourself.

1986 camaro emissions problem- 6 cylinder stick

high hydrocarbons indicates head gasket(1 or both) leaking , carbon monoxide is a worn out catylitic convertor which both could lead to the oxy sensor getting a false reading
