well yes but no,the speedometer signal comes from speed sensor in the transmission then goes through the ecm/pcm via the tcm (transmission control module, then on to your speedo,if the speed sensor goes bad usually the speedometer will work crazy if not at all also the instument clusters also go bad causing failure too find a new tech dude

it sounds like the head unit(speedometer) is bad , if speed sensor and ecm are new i would say that this is your problem.

2000 ford windstar speedometer needle goes back and forth


replacing the speedometer cable will not fix your problem , your problem is the dash gauge it self on the windstar there is a magnet inside a small metal dish that controls the speedometer when the magnet fails it begins to catch the metal dish randomly , ... witch makes the speedometer go crazy

most of time when it does that its the dash (cluster) if it would be the speed sensor it would not work good luck .pierre
