There is a fuse panel located under the dash on the drivers side kick panel, you have to remove a small cover to access it. The fuses for the heater and A/C are behind the glove box and require you to remove the glove box in order to access them.

I believe they are different transmissions, the linkage is different and the 84 Uses 8 bolts to mount and the 91 Only uses 7 bolt setup. The transmission on the 84 Is I believe a 5speed top mount linkage and the 91 uses a side mount, or possible top mount linkage but still uses a different bolt pattern.

Where is all the fuses located in a 1988 Toyota camry

Fuses for lights, radio, etc is located on the kick panel just to the left of the clutch. Difficult to see and reach so you have to get your head right down by the pedals. Fuses for things like the fuel pump, etc are located under the hood usually towards the front of the car on the drivers side.

Not cooling as before

If you are talking about the AC, then I suggest cleaning or replacing the cabin air filter located behind the glove box. See your owners manual for details. If problem persists replace the AC clutch relay ( rockauto.com $11), located in the under hood fuse box towards the front of the fuse box.
