I believe you have a vacuum problem the system is controlled by vacuum check to see if a vacuum line is off the engine or a vacuum line has become soft and closes up when the engine is started. Find a quiet place start engine and listen for a hiss.

Where do the vacuum hoses go from the control 1999 Dodge Pickup

first ... Make sure that you have vacuum to your control head. This is normally the black vacuum line. The vacuum than goes to the various vacuum motors on the Heater /AC case. These vacuum motors rarely fail. The normal fault is loss of engine vacuum ..cut line or not secure to engine. second.. a fault with the vacuum reserve reseviour. When the engine needs the vacuum this is your vacuum supply.

Governor pressure sensor or solenoid is going bad. To replace them drop the tranny pan, remove the filter , and the parts are pretty ez to get to. These aren't cheep thou, but replace them as a set. Parts will probly run about $200.
