Change the fuel filter if you already haven't. The pressure has to drop for the fuel pump to come on so if the fuel filter is only letting little fuel through, the pump will not come on & fuel pressure on the engine side of the filter will take a long time to build up & allow the pump to come on. I feel this is the problem. Good luck!

You may have to check out or change your coil pack if your not getting spark at the plugs. Good luck!

The car runs it's just when u try to start it for the first time. It will turn over but won't start. So if I let the key in the on position for 3to 4 min. The pump comes on and it will fire up but if u turn it off and back on after the motor dies the pump comes on the way it should but if u let it off any longer then 5 min u will have to wait until pump comes on again. I hope u see what I'm trying to tell u . Thanks for helping.

Replaced the fuel pump & main relay. but the

First of all, why do you think it is fuel at all, since it could be the ignition?
Second is that if the car shuts down, how do you know it is not simply a clogged fuel filter?
A bad pressure return regulator can blow out fuel pumps by causing the pressure to be so high the pump over works itself.

I suggest you need better data.
A fuel pressure gauge would be nice.
You could improvise one out of a cheap mechanical oil pressure gauge. You could also run some long thin wires to the fuel pump relay output or even to the pump itself, and hang a little LED off the dash as a temporary diagnostic indicator light.
To catch an intermittent, you need constant data.

Underhood fuse block swap out relay #7 thats the ECM relay.
Ground Circuits Using a DVOM, touch negative voltmeter lead to a good ground. Touch positive voltmeter lead to each ground terminal. With vehicle running, voltmeter should indicate less than one volt. If reading is greater than one volt, check for open, corrosion and loose connection on ground lead. See ECM GROUND LOCATION table for ECM ground location.

Where is the fuel pump fuse located on 1994 Honda civic DX and the fuel pump location

Fuel pump is in the tank, there may be an access panel under the back seat area. One thing to check is the Main Relay. Ususally up under the dash, Left Dash area, I dont have a diagram, but you will need one to find and verify the relay operation.
