Question about 2003 Chevrolet Silverado 2500HD
The way the starter works is when power is applied to it the shaft shoots forward to engage the flyplate while turning. If the starter is just turning then the foward action of the starter is not happening or if the starter is working properly then the flyplate has worn or broken teeth or the teeth on the starter is very worn.

Sounds like the starter itself has gone bad if never replaced its definitely due..
