How to adjust the idle speed on 1992 Dodge Ramcharger?

Its not really adjustable.
The computer controls idle speed via the idle air control valve.
You probably have a vac leak.

I replaced the transmission in my 1992 dakota v-8 /318 now it want start it will turn over but want crank like it has no fire

Best possibility is that you failed to replace or reconnect the crankshaft position sensor after changing the transmission. It is positioned at the rear of the engine at
the top of the transmission bell housing assembly. If this is missing, disconnected, or damaged, the vehicle will crank but never start.

1992 Dodge 250 van, 318, Automatic - Dies when coming to a stop

I cannot see how adding a fuel additive would help to be honest. I would be looking for a split or leaking vacuum line, I have even seen a leaking evap canister before that caused a similar problem. Does the engine pull clean and strong when it is warm or at cruising speeds? Does it feel like its running lean or misfiring?

1990 Dodge 250 2wd trans fit 4x4 1988 Ramcharger

if you are talking about the trans no! the 2wd trans has a longer output shaft than the 4x4 you can have the shaft changed so that it can work if you are having trouble finding a trans.
