Why will only 3 tires turn when I put 4x4 on my Jeep Cj5?

The rear differential is probably an open differential, so this is normal. You need a limited slip or a locked differential for them to both turn together.

How does the c clip get removed?

You need to remove the rear end plate and then the c locks can be remove with a pair of needle nose, you may need to move the axle either in or out to get some clearance to do this or loosen the c lock. Just be sure to drain the rear end before you pull the cover on it.
