    a) the radio is working

    b) the USB charger is fried, kaputt,

    c) the brute force check (didn't have a volt meter with me) using key to short lighter showed that the lighter definitely does not have juice,

    d) visual inspection of lighter inside shows ok, ie: no melted metal etc. - though hard to be sure

if no fuse burned out, then are you saying something in the circuit form fusebox to lighter is malfunctioning ?

It could actually be either the cigarette lighter plug or the usb device you are using. test the plug in with another device to see if in fact it works. and the cigarette lighter generally is on the same fuse as the radio. if the radio is not working you are on the right track. if it is working the plug in may need to be replaced.

1998 dodge grand caravan fuse panel diagram

There is also a labeled HORN relay in the fuse box next to the battery... the fuse box is long and rectangular. The inside of the lid has the diagram for both the fuses and relays it contains. The other is a fuse panel under the dashboard on the driver's side. It cover lights and a few other items. The fuses are labeled, but the relays are NOT. One of the relays, controls the emergency hazard flashers. You need to check both places and replace any fuse that states HORN and the HORN relay, to be sure the problem goes away.

Where is the fuse box located. radio and cigarette lighter won't work

Open the driver door and look on the interior side wall next to where your left knee would be if you were driving. You will find a fuse box there. Open it and pull out the front/bottom most fuse. Hold it up to the light and see if it is burnt in the center. If it is burnt, replace it with a similar color fuse. If it is not burnt check other fuses in that corner of the box until you find the burnt one. Your stuff should now work again until someone uses the lighter.

Cigarette lighter doesn't work.  Tried replacing fuse, but fuse is ok.  How do you remove the front centre dashbaord panel to gain access to cigarette lighter wiring on a 2005 Jeep cherokee ?

before u pull panel, check for 12vdc with voltmeter inside lighter socket. If u have it, then clean contacts and/or replace lighter(not socket, wiring is fine) May save a lot of work. If you don't have voltage are you 100% sure you have right fuse and not the one below, above, or next to it? I still make mistakes with numbered fuses, which number is for which fuse. To make sure I start counting at 1.

check the fan blower relay. this is the one powering up the blue wire going to the motor.
