Question about 1999 Chevrolet Malibu
If the blower motor is not working, it could be a fuse, or the motor itself is bad, or the wiring to the motor has become discontinuous. Also a relay could be bad.
The most likely things to change are the blower motor, if a test light shows that it's getting current but is not turning.
It is not a belt. The belt turns the a/c compressor but does not affect the blower motor which is powered by electricity (not a belt, directly).
