Sounds like you have a hole in the plastic housing that returns the warmer air in the cab to the cold air in the condenser. Without tearing the whold dash apart it may nor be possible to locate the exact position of the hole.

We have a 1991 Plymouth Acclaim and the belt that runs the water pump keeps slipping, what causes this?

Either water on the belt or it is worn out, or perhaps the bearings are getting tight and about to blow up.

1991 Acclaim, water leaks inside on passenger side, under glovebox or heatbox,it's icecold and I'm not losing any fluids elsewhere.usually worse after rain

The outlet drain hose/pipe from the Internal air intake, to the outside world, is plugged up. Locate it and rake out the deris, then Happiness.

Turn signal will not ''flash'' on /off-cops pulled me over about it

The problem is most likely not a bulb and certainly not a fuse but the 'flasher'. The flasher is located under the driver's side A/C duct above the fuse box. It just plugs in so you shouldn't need any tools.
