Changing the transmission cooling lines on my 2000 Grand Am GT. Is it totally necessary to pull the pan and fully drain the transmission?

Nothing will happen. Removing the pan is to change the filter and get more fresh oil in the system . Look at the color of the fluid red is new brown is replace me soon in 10k or so black is yesterday or replace trans in 10k or less.

What may be wrong with the car if it turns over but wont crank?

yours is a toughy 2 thing keep in mind, it probable the crank sensor, not sending a signal, thus no spark, Now if you cycle the ignition switch you should hear the fuel pump as the key is cycled, what to look for is pontiac uses a oil pressure switch to activate the fuel pump to prevent engine failure, so be aware if they say fuel pump make sure the oil pressure switch is not at fault, to trouble shoot it the have jump the relay
