I would search internet forums/market place's, likely to come across an individual with a parts car or spare parts.

My 1983 mazda rx7 had a dash melt down and i need to replace the wiring behind it. can i get a whole new loom and harness?

Yes. Before you go brand new, however, look around on E-Bay or at a junk yard-you can usually find what you need right there, and with some relays to prevent issues, you can get better than new. On the other hand, A magazine like might have a good wiring set. I trust that magazine- I get a sister production, LMC trucks, and they're reasonable priced, and good quality parts.

Is a 93 rx7 with 40,000 kilomters a reasonable car to buy for 3500$ stock car auto

how does the exhaust look? when you rev up do you see blue or black smoke? if black smoke it just might need some new spark plugs and injector service how ever blue smoke is a sign of worn comperssion seals, which means an engine tear down or replacement, the choise is yours, it a good rebuild platform if you are up to it.

Problem with the 8 pack seal on a 1991 mazda rx 7.

I think that you might mean your APEX seal and in order to replace that you should probly just get the motor freshened up which isnt rebuilding it so it wont be so expensive.

87 mazda rx 7 n/a cutting out at 4000rpm

Sounds like plugged up pre cats, my NA had the same problem I got a Racing Beat header that eliminated the pre cats and it went away. I've also seen them on eBay for cheaper. Either way you can't lose the stock header is like a cast iron stove attached to the engine it's heavy and massive.

93 rx-7 coolant leak

gaskets not in good shape... if the leak is coming from the engine block... I'd have all the gaskets checked... and possibly rebuild it replacing all gaskets.
