Why replace the radiator it's just a bad sensor. Get the Haynes repair manual on your vehicle look up the water level sensor testing and replacement steps. The sensor probably cost around $30 and I doubt if it takes more than 30 minutes to replace.

That doesn't make any sense. By surge tank I assume he is referring to the over flow tank that is connected to the radiator by a small line from the radiator cap area. 1. You can buy that tank at auto zone and I can say I'm pretty sure it only runs about $40 and does not come with that sensor installed. You have to buy the sensor separately and install it on all the models I've seen with that installed. I would get the Haynes repair manual on your vehicle and research this tank and the sensor. Certainly I would not pay that mechanic to do the job. Replacing that tank only takes 20 minutes at best if we are talking about the same tank. The Haynes manual will clarify this and save you $1000's of dollars in the future.
I just purchased the tank from Auto Zone.The sensor comes with the tank you can't buy them separately, it cost $114.95.
