The steps are way too many and too long to put them here. Your best option is to buy a repair manual like this one
http://www.haynes.co.uk/webapp/wcs/stores/servlet/ProductDisplay?catalogId=10001&storeId=10001&productId=33701&langId=-1
In there you will find detailed instruction with pictures on how to do it.

Where is the turbine speed sensor located on a 2002 vw Passat 2.8 l 2 wheel drive

The 2.8 is not a turbo charged engine, so would not have a turbine speed sensor. The 1.8 or 2.0 were turbo charged.

Turbo is leaking oil

I presume this is a 1.8t engine.....if so : If it is an internal, engine smoking problem.....
you need to replace the turbo soon otherwise the catalytic converter will plug up and engine will loose power.

If it is leaking due to turbo seal at scroll or oil delivery, it needs resealing. Check here for a shop near you: http://www.iatn.net/shopfinder/

Turbo R & R is an involved job and best left to someone who has the tools and expertise to do it.
Will take the average tech around 6 hours to complete and more if rust is a problem with the nuts/bolts.

Turbo can be bought on-line at Part Geek or other VW turbo specialist sites.

I would like to know how many o2 sensors are in a 2003 jetta 1.8t gas.

If you can locate the catalytic converter the front O2 sensor , referred to as sensor 1 or S1 , is located in the inlet pipe for the catalytic converter , 6" to 12" upstream.
The rear sensor , referred to as sensor 2 or S2 , is located in the outlet pipe , 6" to 12" downstream.
The exact distance from the catalytic converter varies by engine type , i.e , 2.O liter ,1.8 Turbo

For a 2008 vw Passat, is it normal to burn 2 qrts of oil between changes? 4 cyl 2 0 turbo

VW RECKON that oil usage around 1/2 litre per 500km is acceptable !!!!!!!! yeah right...i suppose it does lubricate the turbo blades....and the exhaust pipe internally....you could use 20/50 instead of 5/40 that would cut it down, but not do much good to the engines long life..... VW reckon about 150,000m before rebuild.

Chech Engine light on so I plugged in my OBD tool and it read FUEL TRIM TOO RICH AT IDLE(bank 1).What sensor or part needs to be replaced? The vehicle is a 99 VW Passat 4cyl 1.8 turbo.

i would say the up stream o2 sensor.if you had a decent scanner you could watch the readings and know for sure.this is just and educated guess as i do not know those readings.

a bad pop off valve.  Or boost controller.  Sadly with 100K on the speedo things are far from mint.

Underperforming catalist

readings taken downstream (exhaust) with the O2 sensor are telling your computer that the catalytic converter is not doing its job well enough (it is reading too high an exhaust content of carbon monoxide or hydrocarbons) the solution is to replace the catalytic converter assuming the engine and its other management systems are performing healthy ....good luck

DAUGHTER'S 2002 PASSAT TURBO

If the turbo is truly failing, then it could put metal pieces through the engine if it broke apart. Usually when a turbo fails, it's the bearings wearing out, and the turbo starts making a "dentist's drill" sound when the car accelerates. $1500 sounds pretty steep but if it's at a dealership, I can see where it would cost that much. A better bet is an independent European car specialist - usually they'll cost significantly less. Also, you can source a turbo on your own (you'd be looking for a K03s turbo) and give it to the mechanic to install, to save even more.

If you're in New York State, I could do the job in my garage for you. I can source the turbo and do the work here.

Engine swap

Generally it is not recommended using parts either that the ones designed for same model, however some Passat engine connects same way as Golf. You need to know the Passat engine year and verify engine mounting procedure and connections positions. Getting the two Haynes manuals for the two VW models can help you to compare.
