New fuel relay should fix the problem, if not then you have a bigger problem like an ECU, and yes you can have a bad ECU and it will still give it spark, although it could also be a short in the system. Try a fuel pump relay first....cheapest fix first

94 olds silhouette new fuel pump still won t run cannot hear fuel pump ?

Is it an 94 or a 2004 Silhouette. You should hear a fuel pump when turning on the key (anytime after the key has been off for about 10 seconds) or whenever there is oil pressure.
If there is no fuel pump sound or fuel pressure when the key is turned on (this is the prime cycle) then crank the engine for at least 10 to 15 seconds to get oil pressure as this is the 2nd source of power to the pump and what powers the pump when driving.
Still no pump running?
Check fuse /wiring/connections/including ground.
Lastly..... New fuel pumps don't always work just because they are new,

My olds silhouette, (2000) has 100,000 miles and seems to loose power when traveling uphill after it has heated up after 70 or 80 miles travel. Could it be the fuel filter or a weak fuel pump?

You could very well have a pump that is weak and loses some of it's pumping power after it has gotten fully warmed up. Have you ever noticed a temporary improvement in power after refiling with cool fuel? A test drive with a fuel pressure gauge should tell the tale about pump condition. Usually a restricted filter will cause a starvation problem all the time instead of just after a long drive. It certainly wouldn't hurt to change the filter but I doubt that it is your problem.

Fuel pump relay

You'd have to read the manual, under the fuse cover, or go to a junkyard and compare with another vehicle. Silhouette & Lumina APV are the same as far as motors and electrical parts are concerned. just make sure it's the same engine size

1999 oldsmobile silhouette van won't start. no power to fuel pump

I have a silhouette and it had the same problem
Follow the fuel pump wiring harness to where it plugs into the floor of the van--pull the connectors apart--they will probably be corroded, and you will possibly have to change both wiring harnesses or connectors.

Feul Pump Replacement for 1999 Olds Silhouette?

All you may have to do to confirm power to your fuel pump, is to turn the key to on (not start) and listen for a "humming" from gas tank area. If you hear a hum, you have power going to pump, if not, then start thinking relays, fuses etc. Do you get the "Hum". How did you arrive at it being pump for sure, what tests did you perform? Here's a link that will assist you.
