There is a VSV (vacuum switching valve) , usually mounted on the back side of engine block, under the intake manifold, as well as the map sensor, that can also cause that code if one or the other is faulty. It takes some pretty detailed troubleshooting to confirm this in some cases, so if that's not in your line of work, you may have to have it properly diagnosed, or take a 50/50 shot at which one first.

Check the exhaust manifold gasket. I have a 2003 SVT Focus I had a problem with it loping at low RPMs. I had a free flow exhaust system. When I bought a new exhaust manifold I replaced the gasket and the problem went away.

I had a problem like this on my 95 gt 2,2 and it was the distributor cap and rotor. I changed fuel filter, fuel lines, etc. thinking it was fuel related, nope, cap and rotor and 10 minutes of labor and shes perfect.

bad coil pack, when its idleing, spray some water on it and look, listen for spark to leak to ground. put a heavy glove on just in case so you dont get hurt. make sure too wires arnt leaking or touching any metal wet them down too.
