Go under dash, unscrew the cable host from the speedometer, carefully take the cable out, pust a light coating of petroleum jelly on the top HALF of it, reinsert it into the cable host, hand tighten the nut which should remedy this situation..

In neutral, speedometer gauge is bouncing, same as when driving on cruise. It is cutting off and coming back, and looks like trans. Is heating.

run the fault codes but it may be a VSS sensor failing
the speedo reading and cruise control all rely on a VSS signal.

The speedometer in my 1999 Ford Expedition keeps bouncing I was told it was bouncing around because I got a new battery and my altenator was not properly charging it. . .is that true?

I never heard this, but it may be a bad speedometer sensor(which is located on the transmission). If the alternator is not charging, try this. Turn on your truck and while it's running remove the ground battery cable, if it dies on you, then you need a new alternator, if not then your alternator is working like it's suppose to.

While driving, the speedmometer flucuates. What

usually the inner cable has dried out, if you can get to the gearbox end (the other is well burried under the dash) and run some oil down it, with use it will work up the cable and be cured.

Speedometer works sometimes on 95 neon

Common on those is the dash cluster connection itself, there is a plug on the back of it, that you pull off & i ended up using tweezers or needle nose pliers and just very slightly twisted or bent ends of the male spade (small) contacts on the cluster itself, one by one. re-attached everything & problem cured. If you just pull trim around the cluster, it will come off, then 3 or 4 screws and cluster will lift out of there, unplug harness, do as described & re-install. Let me know how you make out. Did it 2 or 3 times in my 95 neon & it cured it for a few years each time.
