Coolant in the engine oil is usually a sign of a leaking head or intake gasket.

If radiator is replace and there is still a water leak problem. What could it be?

Water pump, radiator hoses, coolant overflow tank could be cracked . Even the coolant tank cap. Check the cap to see if the gasket is intact. If it looks stretched and worn, get it replaced.

Do I need a secondary timing chain or primary for a 2004 Dodge Stratus 6-cyl 2.7?

if you have dohc the 2.7 has 3 timing chains The primary chain goes around the crank sprocket the the water pump and around two intake cam sprockets. The other two chains run around seperate intake and exhaust cam sprockets, to synchronize the intake and exhaust valve timing.

oil smell is poss a leakijng heating core?? the window issue is almost certainly the window motor is defective, if it was a fuse issue u would not have any window working.

Overheating

It's going to run hot, especially in hot weather but one big thing is what kind of coolant you are using. If it's dex-cool ( chevy and gm brand ) get it out of there and put some pre-mixed good coolant / water mix and it will help a whole lot. Just had the same problem with my 02' blazer. If the water pump and thermostat have been changed you should not be having a problem.

CHECK ANTIFREEZE IN RADIATOR.IF LOW ADD COOLANT.CHECK FOR LEAKING RADIATOR HOSES AND WATER PUMP HOSE.ALSO CHECK RADIATOR FOR LEAKS.IF ALL GOOD NO RADIATOR LEAKS.REPLACE THERMOSTAT.IF STILL OVER HEATS AFTER REPLACING THERMOSTAT .CHECK COOLING FANS FOR OPERATION AND COOLANT SENSOR.ALSO CHECK TO MAKE SURE WATER PUMP WEEP HOLES IS NOT LEAKING.BECAUSE A BAD WATER PUMP CAUSES OVERHEATING ALSO.
