Replace the ABS relay and test the braking again. If the same results are found the ABS module is at fault

Your best bet is to bleed the entire system starting with the wheel farthest from the master cylinder, and working to the closest one.
Also, if you have drum brakes on the rear, make sure they are properly adjusted as poor adjustment will cause a "low" pedal.
The cap you refer to with wires is the resivour fluid level sensor, and the ring keeps fluid in and contaminants out.

the abs light on the dash should come on when the abs is working (emergency braking)if it comes on when braking normally(gently)chances are a sensor is gone(replace in pairs,fronts & rears)
abs stops the wheels from locking up in an emergency brake situation,you will feel the grab-release,grab-release on the brake pedal......

Brake problem

The vacuum release is at fault. It is mounted near the emergency brake pedal. It has a silver round type metal vacuum pod attached to it with a vacuum line going to it.

you are right when you mastercylinder related,as you have a very small port (compesating)inside the cylinder and should a small partical enter and block this port the brakefluid cannot push back when releasing the brakes causing the brakes to bind.the cylinder should be removed and cleaned.

Can you get to any part of the cable? If so, use a pair of pliers to release it until you can replace the cable.

the problem your having is that the brake didnt relase undeneath your car but it only happed on the one tire. the way you can fix it is go under the car and you will find a cable that goes to both of the wheels. the cable on thr right rear use a vise grip to grab it and slightly pull to release. once it has released spray the area where the cable goes into the brake housing with WD-40.

that should take care of your problem
