Check your charging system to make sure it's working (belt tension, good connections and testing to make sure the alternator and regulator are working)
second, If the starter turns the engine slowly and all electrical is good, likely the brushes inside the starter are worn. If the armature isn't burned and the commutator isn't worn out you can either replace them or change the starter.
Likely if you need to start in neutral the neutral safety switch is worn out. You need instructions from either haynes or chilton to remove it without breaking it. New is over $200 so you may want to consider using a scrapyard part there. Use lots of wd40 and patience when removing as they often don';t come off easily. (location is on passenger side of trans)
