hi spray as much rost off as you can into the thread and leave it for 30 mins and try again, also sometimes it is easier to loosen it by first tightening it, i know it sound weird but its like drifting... if that dosent work and the bolt is rouned off then you could use a punch and hammer

You need to access it from front front wheel well using a couple long extensions and an elbow if you only have short extensions you may need a couple more. Jack the vehicle up an remove tire (and shroud if you really want room) you should be able to access it fairly easy from there. I hope this helps you.
