How can I remove the dashboard to get to the actuator moter that controls the vents.

The type of vehicle that you have would be a huge help. I have seen them as easy to get to as removing the ashtray. It was tight fit but you could work on it, but without the type of vehicle I couldn't say for sure. It will be in the middle lower dash(more than likely).

Car air condition works fine but only blows from the floor vent but not the dash vent at all what causes that problem.

{: ) Review again your climate settings, make sure sure it's not set to defrost or defog if you need that a/c on the dash face vents. If you felt that the a/c is cooling fine, then the problem is in the air distribution. It is possible that the HVAC actuators are not responding to the HVAC settings as requested. When the system detects a problem in one of the actuators, it will still try to execute the request but if not successful, it will assume a default position, which is the floor vent position.
There could be a binding door, a faulty actuator, or the wirings. Very seldom for the HVAC controller to be the cause, though also possible.
Normally when you turn ignition on, the actuator system self calibrates itself, say around forty seconds. That's why sometimes you may hear sounds within the dashboard. That's part of its normal functions. Try top turn ignition on or start the engine, but don't activate yet your a/c till after a minute. If that doesn't help, a scan tool may be needed to recalibrate the actuators.
If not successful in the recalibration, then proceed to deeper diagnostics and inspections. I hope you get lucky, and be spared of a possible dashboard removal.

Not sure about this old a car, but probably the mode valve actuator on the HVAC box under the dash. Actuators like this send a signal back to the HVAC controls to indicate the position of the valve. If the feedback signal is faulty, the actuator will move to a default position (which is probably defrost).

Air only coms out dash vents, temp control and fan ok

There is an actuator that moves a door from one setting its failing or maybe the vaccume connections or hoses are disconnected. I just got a 2001 and if you remove the shroud around the controlls then the 2 screws pull the unit foward lokking on the bacs youll see 2 hoses make sure they are hooked up and not cracked anyware (you should at least hear air when the car is running and you move the vent control) if all looks good fallow it to the moter and check it there. Just did this 2 days ago and it was the hose...

you have a A/C-Heat blend door actuator malfunction. This door switches from A/C vent to heater core vents via an actuator motor.Very Typical problem on Ford/Mercury/Lincolns vehicles. There are multiple actuators in this vehicle, some in the dash and some in the rear (only if equipped w/rear A/C-Heater. This will require pin pointing the exact fault, and may require lower dashboard or rear quarter panel interior trim (if rear A/C-Heater equipped) removal

When I turn my air conditioner on, the air blows out on the dashboard for the windshield and not from the vents. What can I do??

The blend door actuated by solenoids may not be working correctly causing a/c cool air to come out of the windshield vents, rather than the regular front vents.

Defroster Valve Actuator 1996 – 1999 1996 – 1999 HVAC Actuators gm-10-00-1840.gif

To Remove:
  1. Remove the air distributor assembly.
  2. Unclip the defroster valve actuator from the air inlet.
  3. Disconnect the defroster valve actuator from the valve.
To Install:
  1. Disconnect the defroster valve actuator from the valve.
  2. Clip the defroster valve actuator from the air inlet.
  3. Install the air distributor assembly.
Heater/Bi-Level Actuator 1996 – 1999 1996 – 1999 HVAC Actuators gm-10-00-1840.gif

To Remove:
  1. Remove the air distributor assembly.
  2. Remove the clip and the screws that fasten the 2 halves of the air distributor assembly and separate the air distributor assembly.
  3. Unclip and disconnect the heater/bi-level actuator from the valve.
To Install:
  1. Connect and clip the heater/bi-level actuator to the valve.
  2. Fasten the 2 halves of the air distributor assembly together and torque the fasteners to 13 in-lbs (1.5 Nm).
  3. Install the air distributor assembly.
Removal & Installation Recirculation Actuator 1996 – 1999 1996 – 1999 HVAC Actuators gm-10-00-1840.gif

To Remove:
  1. Remove the left sound insulator panel.
  2. Disconnect the vacuum hose from the recirculation actuator.
  3. Remove the recirculation actuator from the valve.
To Install:
  1. Connect the recirculation actuator to the valve.
  2. Clip the recirculation actuator to the air inlet.
  3. Connect the vacuum hose to the recirculation actuator.
  4. Install the left sound insulator panel.

{: ) The popping sound you heard is caused by the sudden movement of an HVAC door, most probably coming from the recirculation door actuator (right dashboard area) or the mode actuator( mid dashboard area). The fan outputs could be normally working, but is being muffled by the incorrect positioning of the HVAC doors, giving an impression that there is fault in the blower controls. In other words, your vehicle is having an air distribution issue.
If there's no conflict in your climate settings, then the trouble may be in the HVAC doors binding or broken, or the actuators faulty or sticking. In both cases, servicing may involve removal of the dashboard to access these HVAC components.

Hum/noise on driver's side dash

No , there are no vacuum operated mode, temp. actuators ,there are all electric actuators . Is your lacrosse Dual Zone Control ? Could be a stuck temp. control actuator . Do you get both heat an cold from that vent . I'm assuming it's a vent when you say grid . Does you lacrosse have manual or automatic climate control ?
Air Temperature Actuators The air temperature actuator is a 2-wire bi-directional electric motor. Two control circuits enable the actuator to operate. The control circuits use either a 0 or 12-volt value to co-ordinate the actuator movement. When the actuator is at rest, both control circuits have a value of 12 volts. In order to move the actuator, the HVAC control module grounds the appropriate control circuit for the commanded direction. The HVAC control module reverses the polarity of the control circuits to move the actuator in the opposite direction.
The HVAC control module determines the door position by counting motor pulses on one of the control circuits. These pulses are small voltage fluctuations that occur when the brush is shorted across two commutator contacts as the motor rotates. As the actuator shaft rotates, the HVAC control module monitors the voltage drop across an internal resistance to detect the pulses. The HVAC control module converts the pulses to counts with a range of 0-255 counts. The HVAC control module uses a range of 0-255 counts to index the actuator position.
The replacement of Temperature Valve Actuator Replacement - Left Side Is not difficult at all , Don't need to take the whole dash apart !
Remove the left closeout panel. Refer to Instrument Panel Insulator Panel Replacement - Left Side. Disconnect the electrical connector from the left air temperature actuator. Remove the mounting screws from the left air temperature actuator.
Remove the left air temperature actuator.

Your heating and air conditioning system is controlled by the Body Control Module (BCM). Any diagnosis should begin with scanning the (BCM) for trouble codes to determine the source of the problem and/or which circuits and components are involved.

If a failed mode door actuator is, in fact the problem, the instrument panel must be removed to gain access to it.

your a/c control panel is all electronically controled through actuators. i believe the mode actuator is located on the driver side of the heater box.
