Remove both plastic clips at each end, with small screw driver, don't worry if then break, the new fuel filter will come with new ones, loosen clamp around fuel filter, remove and install new one.

The fuse for the fuel pump is pretty much the toggle switch between tanks, if that goes out, you will not have either tank.. IF you had an accident, there is a kill switch somewhere behind the dash on that truck that disables the fuel pump and must be reset.

There is no selector valve on a 1995 ford f150 300 engine. The selector switch on the dash sends power to the pump in the selected tank. The pump then sends fuel to the engine. If engine won't run on the selected switch, the pump in that tank needs replaced.
