Question about 1998 Mercury Mystique
On fuel injected vehicles, as opposed to those with carburetors, there is no idle-speed adjustment that holds the throttle blade open a little more or a little less. There is no "fast idle" cam operated by a choke — indeed, there is no choke.
Instead, there is a passage that allows air to go around the throttle blade. That passage has an electrically controlled valve that allows more or less air to go through the passage. In conjunction with a tachometer circuit in the Electronic Control Module, the ECM can completely control the idle speed of the engine, speeding it up as necessary when the air conditioner is turned on, if some electrical device is turned on increasing the load of the alternator, or a higher idle speed is needed due to putting the transmission into gear.
It sounds like that feature is the point of trouble. The air passage that is involved can become blocked, the electrical device can cease operating smoothly, etc.
The first thing to do is disassemble and clean that process. Make sure the air passage is clear, the valve is clean and operates, and so on.
