Can a belt cause power steering to go between manual and power

No that is due to a defective power rack and pinion steering gear box.

How do i bypass a power steering pump in a 2001 mazda protege without using a smaller belt

You can't. And I wouldn't do it for several reasons. First of all, it will be really difficult to turn the wheel at slower speeds and the reaction time of turning the wheels will be increased tremendously, thus increasing your chances of getting into an accident. Having no power steering assist on a car originally designed with power steering IS NOT the same as a car with manual steering. Second: many power steering racks require some form of recirculating fluid to keep the seals and the rack lubricated. So without the pump, eventually you might seize up the rack or blow a seal and that's a nice expensive repair.

My power steering belt came off. no power steering. can i still drive it without hurting my car

You should be able to drive it to the shop to get it fixed. You just won't have power steering assist at slow speeds.

Okay so if i have fixed my power steering pump have had the rack and minion looked at what else would make my power steering not work on a dodge intrepid

Some Chryslers had a variable assist PS solenoid on the rack and pinion. It lowers PS fluid pressure during higher speed driving-highway driving, but allows full PS pressure during low speed driving. It would be located on the top of the rack, towards the drivers side, and would have an electrical connection to it. If you have this feature (variable assist power steering), have a shop diagnose it. I don't know the testing procedure.

Cannot get my powersteering belt off my 93 nissan safari

A good power steering rack that does not bind leak or is sloppy makes driving much pleasurable. So, obviously you need to fix it up by getting new power steering belt. You can get it at power steering they offer it in affordable rate.

The steering wheel is extremely hard to turn while driving what could be the problem?

The two simplest solutions I could think of are low power steering fluid or the belt that runs the power steering pump could be broken.

Power steering is stiff at tight left turn.

You need to look to your power steering system. First check your power steering reseivor for proper amount of fluid. If you can see the fluid when you open the reseivor, there's enough fluid..
Next, check deflection in the power steering belt. Should be no more than a 1/2 inch of movement in the center of belt. Be sure the engine is off.

If all this is ok, problem can be in the power steering rack and pinion unit. These can not be repaired, only replaced.
One last check. With engine running, have someone slowly rotate the steering wheel completely from side to side while you watch the wheels to determine if they are traveling through a complete turn. If not, this can also be a problem with rack and pinion.
