This sounds like a timing problem. Depending on your engine type you have either a timing belt or a timing chain. This isnt likely to be a distributor problem unless you have adjusted your timing lately. What is happening is that your exhaust valve remains open during your ignition stroke causing the detonation to occur directly through your exhaust and tailpipe. You can try adjusting your timing back to it's original location if you have changed it or simply check under the hood to see if your distributor has come loose.
If you havent adjusted your timing lately and your distributor isnt loose its time to get that timing belt or chain replaced.

Sounds from your description that your timing chain has jumped, and your crankshaft to camshaft timing is out.

While traveling at a speed of 30-40 mph, I get a backfire from my trottle body on my 1989 Chevy Caprice classic. 305 engine.

Backfire is usually a timing issue so if it isn't happening at idle and the timing is correct at idle when set according to spec then the problem is the vacuum advance not functioning correctly.

It wolnt start and it is acting like it is 180 out on the timing but i cant find a distrubitor

the distributor is located behind the bottom crank pulley. It is actually called opti-spark ignition. you must remove the water pump and in some cases the crankshaft pulley to pull the distributor. These go out often and 9 times out of 10 it has failed due to a leaky water pump. the water pump "weep hole" is directly above the opti and causes them to pop and backfire etc...hope this helps.

I have a 96 caprice 9c1 5.7 when I turn my signals or roll window

Reolace belt, alternator, and volt regulator, and new battery. sounds like your battery is on fumes. You could just try that first, but if it's the other prob., you could damage the battery.
