If you are sure the system is full of freon and the compressor is running as well as the line going in from the accumulator is cold , then you likely have a bad blend door acuator and this is the most common cause .
The bad news is , to replace it, you have to remove the instrument cluster.

HOT & COLD ELECTRIC VENTS NOT MOVING.

Blend door actuator. When it fails for some reason it turns to the hot side and gets stuck. Dash must come out. I usually do it in 3 hours, because I've done it numerous times.

When a/c or vent is on, heater will come on blowing hot air. 1996 for crn vic. Regardless of the temp setting.

I have the same problem and asked an air conditioner mechanic what he thought. He said that the problem is a bad module under the dash that works a door that guides the air through the heater core or switches to the air condenser by the dash switch. He told me he could not fix it because he was too old and it would take a young man or woman to work under the dash.
