Question about 1999 Buick LeSabre
OK, the emergency 4 way flashers have a different flasher than the left and right turn signals.
If you remove the plastic cover underneath the dash, you should be able to hear and feel the flasher clicking when the 4 way flasher is working.
The other flasher goes to the turn signals. It may take some effort to reach up and see up there at the same time.
It's a little round metal mechanical electrical device from the factory, and you can replace it with an 'electronic' one that is made of plastic that will last much longer, probably for the life of the car.
You can buy one from your local parts store for your 1999 Buick Lesabre custom by looking it up in the book, or having a sales person provide it for you.
The thing that makes me wonder though, is that usually when the flasher goes bad, it won't flash very fast, and also the lights will light but not blink, if the flasher is removed from the circuit.
But, I would try to replace the flasher first.

The first item to check 1999 Buick Lesabre 3.8L SFI OHV 6cyl is the FLASHER units; the Flasher is located under the left hand of the instrument panel. Sound like a bad or dead flasher.
Remove the lower cover of the dash on the driver side. Just pull the flasher straight out.
