Fog lights will not go out

It is illegal in all states to alter any factory lighting or safety equipment. If you tint your tail lights, head lights or fog lamps you can get cited by local law enforcement for doing so. You will also be required to remove it. ---------------------------------------------------------------------------

I have a 92 caprice and it makes a buzzing noise when in drive and reverse. When I put it in park the buzzing stops. What could this be?

The noise is from your transmission.
Run the car until it's hot. On a level surface take the tranmission through the gears PRNDL and back again into Park. Check the level of transmission fluid with the car running. Top it off to where the lvel is between the ADD and FULL marks. DO NOT overfill.
If the level is good or topping it of doesn't fix it you'll need to have the transmission checked

Electrical problems/ no dash lights - no brake lights clicking sounds from twlight sentenail

I just fixed this problem with my 99 Aurora. There is light control module located under IP on left side. It has P/N 25640703...19PPL. I pulled it out (if slides out easily) and one of the pin in 6 pin connector was loose and corrorded. I soldered that. The board on the module could be pushed out by opening the back cover of the box. Good luck!
