On the dashboard a light is flashing showing a car with wiggly lines behind it,what does that mean

I'll need more information for this. Where exactly on the dashboard is this light? Is it next to a dashboard button? Is it a simple light on the display behind the steering wheel? Is it on the main information screen Does it look like a picture of something?
Blue usually means something is turned on that is normally off or only used occasionally like the high beam switch for your headlights.
As to the shaking, when exactly does it do it? Accelerating? Braking? Turning tight corners? Changing gears? More information please.

It means a fault exists in the ABS system have the system scanned for fault codes.

What make/model/year of car. On cars that have the automatic stabilizing/handling sensors systems for people that over-drive in poor road conditions (rain, ice etc) and the car starts to go out of control. Believe it's called an ECS (electronic control system). If there is a problem in this system that little wiggly arrow might be the warning light. Best advice is to get a Chilton/Haynes repair manual that covers your car. These warning lights are covered in these manual. If you have the owners manual it should be in there as well.

I think it is the same one we have been trying to figure out. It turns out that it was radiator fluid low.

The vehicle is equipped with a security system. The light means it is armed.

I would have to say it is the anti-theft light since it only flashes after you lock the doors which if this is that is normal,shows system is armed. However when looking through the owners manual on a 2003 model it shows it as THEFT and not a key,2002 shows the same,however 2004 shows a lock. The only thing I see that even closely resembles a key is the temp warning indicator.

You can go to this website and pick owner guides on the left task bar,then input your vehicle info,then pick get owner guides,then pick the owner manual and it will show you a picture of the instrument cluster and what everything means.
