according to this it's 10A and in the first row by the hinges...be sure to look at the picture for correct placement. Since it's a 10Amp between a 15 and 20 you should be able to spot it right off...

If the there are no blown fuses in your in-cab fuse box look under the hood for the fuse box there. I know that on a 1996 civic the fuse is under the hood (7.5) for the cigarette lighter, clock and radio.

Why do you think the Distributor is out? It's not hard to replace if you have the Haynes repair manual for your vehicle and understand how to get to TDC and line up everything. But it is very rare that a Distributor goes out. If it is not turning it is more likely that your timing Belt has broken than the distributor going bad.
