If you are certain the battery is at a serviceable state of charge and your security system isn't interfering, the next step would be to clean the battery clamps at the battery and following the cables downward, the other ends (one will be at the starter). There will also be a stretch of cable tying the engine block and chassis together that should also be removed and cleaned thoroughly.
Turn on your headlights while pointed at some target (a wall or similar), then turn the key to the start position; if the lights dim greatly, the battery is down. If they hardly dim, then the cable paths mention before must be cleaned.

I am not sure why your truck isn't cranking; however, I have had the same problem with no power to the diagnosis connector. There is a fuse box under your hood, look for the cigarette lighter fuse. I'll bet it is blown. Replace the fuse and you will have power to the port.
