as when going up a steep hill you have the throttle wide open and the vehicle needs to change down gears or the engine will stall
so no cable now down shift when required
run the fault codes as I would not think that the cable is the problem

The transaxle Control Module (TCM) monitors the malfunction of sensors and actuators relating to transaxle control. When the TCM detects a malfunction with the control, a signal is send to the Engine Control Module (ECM) to trigger the Engine Light or Service Engine Soon light. Get the problem identified by using an OBD II tester. Shifting problem may be due to transmission fluid, change if necessary. Check fuel pump pressure and also check the voltage output of the oxygen sensors.

You might check out the transmission. 0700 is a transmission code. You may not be getting a down shift.
