Timing chain replaced on 04 range rover and now no power

The most likely cause is that the timing belt has been installed incorrectly. To install a timing belt is a skilled job that needs special tools to line up the engine and camshafts Get it wrong and you will get low power, and possibly engine damage. Get those who did the job to check it.

I would like to know how to remove the water cooled alternator from a 2003 range rover?

simply losen the Engine belts then will be so easy to open the bolts holding it on the cover. if it's failed then I can provide you a repair kit which includes everything needed except if the armature or the rotor is burned then u need to replace it completely.
